“David Ruleman was a true pioneer in Christian broadcasting,” said Troy A. Miller, president & CEO of the National Religious Broadcasters (NRB). “His legacy will continue to inspire and guide those who strive to use media to proclaim the Gospel. We extend our deepest condolences to his family and friends during this time of loss.”

Ruleman was born on November 6, 1946, in Vancouver, Washington. After marrying in 1966, Ruleman and his wife Tracey encountered Christ together and embarked on their lifelong ministry together.

In 1968, he began his career as a broadcast journalist, news anchor, and news director, setting the foundation for a lifetime of leadership in media. From 1973 to 1986, he served as vice president of Palomar broadcasters and president of Radio Del Rey.

In 1986, Ruleman joined Salem Communications Corporation (now Salem Media Group) launching KPRZ-AM in San Diego. His journey with Salem continued when the company acquired WAVA-FM in Washington, D.C., where Ruleman served as vice president and general manager for the next 25 years. During his 31-year tenure with Salem, Ruleman expanded its reach and provided operational oversight during the acquisition of more than 20 stations across nine markets.

“David Ruleman served as one of the ‘founding fathers’ of Salem Media,” said Edward G. Atsinger III, executive chairman of the board at Salem Media. “He…did a tremendous job in one of the most influential cities in the world, our nation’s capital. David’s presence has been and will be missed at Salem, but the legacy of his leadership will last into future generations of Christian leaders.”

“When I joined Salem in 2001, David Ruleman was one of the first people I was told to talk to learn more about the company,” said Dave Santrella, chief executive officer at Salem. “He’s been an inspiration to me ever since. … His spirit carried on with our company long after his retirement and we’ll miss him greatly but rejoice in his homecoming.”

Ruleman was not only a successful broadcaster but also a passionate evangelist who impacted countless lives. Beyond his work in radio, he dedicated himself to serving the church and founded several ministries, including Overflowing Life Ministries, which provides guidance and support to churches and ministries worldwide. Ruleman also founded Washington Worships, a 24-hour house of prayer in Washington, D.C., which paved the way for the establishment of David’s Tent DC.

Even after retiring, Ruleman remained active as a faith leader, connecting with pastors and leaders across the globe to pray for revival.

“David’s personal legacy is that of a man of faith who displayed encouragement and optimism while challenging others to grow and develop,” said Allen Power, NRB President’s Council member and president of broadcast media at Salem.

“He embodied servant leadership in such a way as to bring honor and glory to God on a daily basis, in every interaction,” said Christopher Gould, NRB board member and senior vice president & general manager of National Program Development & Ministry Relations at Salem. “He has deposited into all of us his glistening hope and his passionate proclamation of the Gospel of Jesus Christ. His light and love will live on through all of us at Salem who knew him and through the many others he impacted over the course of his life. David Ruleman loved his family immensely. … He finished his race strong and is to be highly commended for a life well lived.”

He is survived by his wife of 58 years and long-standing missions companion, Tracy Ruleman. He is also survived by his mother, sister, and children Lisa and Brian Smith, Anastasia Ruleman, Daniel and Melissa Ruleman, and Joshua and Laura Ruleman. Ruleman was welcomed into heaven by his daughter, Monica Ruleman. He has many grandchildren and great-grandchildren.

A memorial service will be held on Saturday, February 1, 2025, at 2:00 p.m. at Central Assembly Church in Vero Beach, Fla. There will be a livestream available for those who cannot join us in person.
